Tanning Bed?

I just bought a 1998 tanning bed. It comes with a ballast box seperate from the bed itself. What does this box do? Will it make my light bill higher vs one without a seperate ballast box?

    I think that it MAY be slightly more costly to operate. If this is for personal use I wouldn’t be concerned. Hope that helps !!
